The Chinese are not like us. They are subtle, but they are cruel as well.
This is entirely consistent with their very friendly reception of President Trump. And it's a very clear and quite clever message at the same time.

A crime is a crime whether dignitaries from the criminals’ country are visiting or not. I think it’s great China didn’t slap their hands because Trump was there. They deserve whatever punishment is given for theft.
