Cowboys/49'ers game. Stadium half full

Took a peak to see what the attendance was at the game in San Fran. It was half full. Fox didn't show the national anthem, do not know if any Cowboys knelt for the anthem.

I haven’t watched football in decades. Weren’t stadiums generally pretty much filled to capacity? I remember baseball having trouble filling stadiums but never football.
