Other than him picking the players involved I'm not sure Soros had anything to do with this particular deal. For all we know he provided the necessary bribes to get the deal done but the Russians were already more than capable of doing that on their own.

That is most likely his connection, controlling the players involved. He is known as the Demon in other countries as he has been responsible for bringing destruction (usually using his power of financial manipulation) and funding to cause anti country policies with the goal to bring that country down.
