The Congress of the United States passed legislation outlawing the practice of flogging in the Navy.
Too bad.
A bit more butt-kicking could do this society a world of good.

They outlawed buggery at some point as well. But it came back. So flogging is hoping for a comeback.
Hanging needs to come back.
But the Army didn’t for many years later.
And people probably complained about the “wussification of the Navy.”

And it still happened well into the 1870’s - especially in the Miles, Custer, and Mackenzie regiments.
The indians stopped that practice!
Wiped out everyone.
