A man is accused of pulling a 23-year-old woman and her two children out of their car in Hollygrove and driving off in the vehicle Friday (Aug. 12), according to the New Orleans Police Department.
The woman told investigators she pulled her car to a stop sign at Hollygrove and Oleander streets when a man she knew, identified in a preliminary NOPD report as Kendrick Burbank, asked her for a ride.
She refused, police said, and he dragged her and her two children out of the car

I can only excerpt the article but if you read it the carjacker later called the lady to tell her where she could pick the car up. I wonder if the judge will give some leniency because of this?

Not the best part of town, I pass right by there quite often.
In OP the prosecutor might take his call to the victim into consideration.
If he had done it in JP, there would be no such consideration.

There should be no leniency. The fact that this guy dragged a mother and her two children out of their own car and drove off is enough to traumatize those kids for a good long while.
He needs to be taken out of civilized society for a couple of years and think about what he did.
I remember a car accident that happened with my dad and a sister back in 1961. Nobody was badly hurt, but even still, it leaves a mark on kids when their sense of security is snatched away for a while.

This woman needs a .38 S&W. Nice and convenient for concealed-carry.

Or, based on other hijacks, a Manuel transmission can foil hijackers.

It’s NOLA, I doubt the kids will be too traumatized.

I believe at the school where I teach, maybe 2 or 3 people know how to drive a manual. My dad’s reasoning for making me learn to drive a manual was, “What if you are in a situation where you need to get away or there’s an emergency & that’s the only vehicle around?”
It was an airtight argument. No one sadly learns to drive one anymore.

What’s with not driving around with locked doors? Especially in that neighborhood. And she knew him or of him?
