My thinking is that if one group did not have a permit to peacefully assemble, that group is in the wrong. Police should have hauled them all away.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.

I am wondering why they would need a permit to exercise their constitutional right to assemble peacefully.

Nowadays it is more complicated, especially if you are going to March and block streets. It is how local governments can plan, advise the public, etc.

I would most certainly want to know about events so I could avoid the areas!
