I'm thinking about buying Smith & Wesson SW22 pistol to start target shooting. I've thought this could be fun for a while and now have the opportunity to join a local gun club.
What advice can you give me on owning a small caliber pistol?

I’ve a SIG Sauer P228 9mm with a .22 conversion kit that’s easily swapped changing out the slide/spring/barrel/magazine. Glock makes the same thing. Perhaps there are other manufacturers. Another option giving you .22 and a defensive caliber for same gun to train with.
Okay, one other thing. If you've made up your mind about what you want to get, go ahead and get it.
Go shoot it, and enjoy it. If you later decide that you want something else, go get it too. Then you have two, right?

No person shall carry, within the city, a deadly or dangerous weapon concealed on or about his or her person unless they are a peace officer, a person holding a valid concealed weapons permit, or persons in compliance with Wyoming State Statute 6-8-104.

Completely agree, I have had my Buckmark for 10 years, probably 30,000 rounds through it and it is still my favorite pistol.
