There are countless such agencies in the federal government. A virtual constellation of bureaucracies, many of whom work in areas that overlap and often duplicate the work of other agencies. These redundancies are very expensive and wasteful.
Its a cool map, but did we need another nondescript government agency to produce this?
More to the point—Where in the Constitution is the Bureau of Ocean Energy Management authorized?
BOEM is recent and before BOEM it was called Minerals Management Service(MMS) and that single agency did both the leasing and the collecting of the royalties. When Bush was prez some of the MMS employees got caught messing around with employees of the oil companies. So they split MMS into two with one doing the leasing(OEMM) and one collecting the money(MRM).
All this dates back to the 50s with the birth of offshore drilling and the Submerged Land Act of 1954 when congress gave the Sec of Interior the authority to manage the continental shelf.
