More to the point—Where in the Constitution is the Bureau of Ocean Energy Management authorized?

We need to demand that our elected officials commit to substantially reducing the size of government when they ask for our votes. Never let them off the hook. Votes should be conditional on seeing specific plans from challengers and/or specific actions from incumbents. This has to be a top priority for voters because an expansive government is costly, inefficient, and dangerous to our freedoms.
