Nothing in the Constitution says that federal departments must reside in a single metropolitan area.
So what Trump can do is almost all federal departments to others states. And it’s best if the city of each department is rotated every 8 years so that bureaucratic abuse and swamp dogs don’t build a nest.
Make sure that plenty of jobs are moved to Montana, North Dakota, and Alaska. Alligators don’t like cold weather.
No offices should be moved too Hawaii however except the Bureau of Birth Records.
