Obviously, Wilhelm has looked at his recent unfavorability polls
and has determined that he needs more support from the teachers unions.
This way he gets more indoctrination centers, and additional political and financial support.
Also, it will take some of the wind out of Zephyr Teachout, who recently made an unsuccessful run for Governor.
