Yes, there are different levels of observance among the Orthodox Jews. There are hundreds of practices which are on a continuum of strictness. Many of them have to do with the level of modesty of womens' clothing, as to how long the sleeves have to be (to the elbow or to the wrist), high-necked vs. crew neck, etc. Some of them have to do with what it is considered appropriate for men to wear. Some of them have to do with the level of supervision of kosher meat and other products. Some of them have to do with different practices in intricacies of prayer. Etc. etc.
This man actually violated a Jewish precept in causing inconvenience to a lot of other people. He presumably knew that there are movies on long flights and he should have brought his own laptop(s) with appropriate material for his kids to watch.
