The rational response is to tell the South Koreans and Japanese that they have a huge problem in their backyards. The USA will be happy to sell them what they need to take care of this problem. We will even give them a discount on the US equipment on the Korean peninsula as our troops are being relocated to the US Mexican border.
So they can merrily complete the task of making missiles capable of reaching the US
