Kroil. It is a penetrant but superior to all others. Not cheap but it works where others don’t.

I, too, use Kroil. Nothing like it.

Kroil. Would I find that in a hardware store, or an automotive store? Much appreciated.

I agree with this: Kroil. It acts as penetrant better than a number of other choices, including PB Blaster.

Kroil is some fantastic stuff.

Kroil is great stuff but the heat wrench is a miracle worker. I have a plumber’s torch of Acetalene that I use just for loosening stuck bolts and nuts

Make it with acetone and ATF.

Ditto on the Kroil. The stuff is magic. I can only find it online. Google it.

Kroil. It is a penetrant but superior to all others. Not cheap but it works where others dont. Kroil works great with frozen or rusted-in steel fasteners in steel or cast iron threads; less well in aluminum
If you can heat the aluminum threaded part to where it's just barely too hot to touch, the difference between the two metals expansion rates may do the trick. Touching the hot area with a candle and letting the liquid wax flow into the threads helps sometimes.
Alternately: get an impact driver at a motorcycle shop and have them show you how to use it. Alterna

Yep. Kroil.
Next, perhaps try a heating and cooling. Heat to expand the metal. Cool to shrink it. So you probably want to run a cycle to get the base hot and the bolt cold.
If that doesn’t work, chisel and drill.
