It is possible that Ryan & Co put out this “plan” as a trial balloon to gauge support for a complete repeal, or a step down approach to ending ObamaCare. Start with the step down approach and see how it is received by the public. If it flops (which it is) and the demand is total repeal, then move total repeal forward because they now have cover/political capital from the public. The mediots and democRATS will howl, but with a groundswell of support after the election to move forward with total repeal will strengthen their hand.

OTOH, maybe Ryan and his GOPe handlers are that stupid.
I don’t think Ryan would willingly risk his head on the chopping block and turn his entire career into a trial balloon.
He must be getting coaxed/pressured by corrupt forces.
