The T has been free of charge within the Triangle for decades, with outbound trips on buses and light rail requiring fare payment while exiting the vehicle. This is going to lead to even lower fare recovery ratio and demands for higher subsidy; and the costs will go up with the requirements for more “fare enforcement” inspectors, some with police powers.
