The move to repeal and replace Obamacare is underway. But there is a wide gap between campaign statements and actual legislation. Unless the Republicans are ready to nuke the filibuster, this will need to be enacted via reconciliation. The clock is ticking on that, but it is contingent on the budget.
The President doesn't draft legislation, congress does. He can create an agenda and work with congress to do it, but if they won't move then none will happen. Which is what we have now. The President has a series of stated policy goals that would need legislation to be enacted. Building the wall, infrastructure, tax cuts, repeal Obamacare. Which ones has congress even started on? For real, not the hand wringing Obamacare agonizing while they stall and do nothing. Real action?
