Philadelphia had a massive fire inside a skyscraper right in the center of town across from City Hall in 1991. It was an horrific event; although luckily, it was an office tower so only the night watchmen were there at the time it broke out -- but three firefighters died. Imagine the loss of life that would happen if a fire broke out at night in a residential building. Here's the story:

This is clearly a complex geological problem.
Soil borings are required for all multi-story buildings in the SF Bay Area. You can bet that this building is no exception. The foundation design had to have been based on the report of a Geological Engineer who took extensive borings and samples at proper increments.
The costs of remediation will be borne by the insurance companies of the engineers that did the Geological report, and designed the foundation.
The contractors that built that foundation will likely have some liability also, especially if any deviance from the plans can be documented.
The folks that pay for this fiasco have the deepest of deep pockets. I’m sure that they will make Don Trump look like a corner ice cream vendor by comparison.

I was referring to the design, and the physics of gravity, wind force and thrust, being absolutes that a straight-up design isn’t always suitable for. The most expensive human errors can often be avoided at the conceptual stage, before a single piece of material is involved.
Not sure anyone in their right mind would want to live there.......after this.

And from what I have read, it was done for cheapness sake. All the surrounding buildings were dug down to solid ground, but this much higher building only went down half as much as they should have to hit a solid base. So I think maybe the architect, and the construction outfit are the ones at fault. But they would soon go bankrupt so who would foot the bill. Maybe insurers?
Shouldn’t there be criminal liability?
