A lot of people think all these programs are just a drop in the bucket to federal spending and removing them really wan’t matter.

Thing is, it’s like a family trying to get their budget under control. You kill a $20 a month payment here, a $10 one there, a $60 there and the next thing you know, you’ve reduced your monthly AFTER TAX outgo by $500 or more.

i.e. the reason it’s so difficult is that your budget is dying of a thousand cuts. Same with the budgets of Countries, states, cities and counties.
