MV**2; Increase the Velocity, and an exponential amount of energy can be delivered to the target. Increase the Mass, and a linear amount of energy can be delivered.

Large mass bullets moving at a relatively slower speed made sense 100+ years ago when metallurgy and manufacturing processes were not as well understood or manageable as today.

Lighter bullets traveling at higher rates of velocity deliver more energy to the target, create a more manageable recoil, more rounds per pound, etc. Weapons must be cleaner, and malfunctions can be more catastrophic.
