They actually do have that option, but its a VERY risky procedure, even for young pups..involves making an incision in the neck and inserting a ring to open up the trachea..and the dog cant bark for 2 weeks after wards, also high risk of aspiration pneumonia from eating..so now its out of the question he would not survive it
