This is not a federal problem!
It is a problem for the municipal government of Chicago
and the State government of Illinois!
They should use the resources of the State of Illinois to
control this problem. How about the State Police patrolling
the streets or perhaps the National Guard should be
called out? How about some tougher sentences being handed out for murder? Like maybe hanging or a firing squad?

The vast majority of the victims are poor and or minority's....

Consider if this was a 1060s southern city and a large number of black citizens were being murder while a lily white government passively watched ...it would be seen as government implied consent
