Yes, in fact this was one of the goals of the 14th Amendment- to clarify that those born in the CSA during the Civil War had all the “privileges and immunities” of US citizens, unless they were involved in the insurrection.

Hard to believe someone born in 1860 through 1865 could be a participant in "the insurrection."

Just for the tally book, how many people age four and under were “involved in the insurrection?”
