Huh? The Ep is part of the FC, not the SA, and Ep.X deals with rites in the Church, compared to, say, AC.XVI.

Concerning ceremonies or church RITES which are neither commanded nor forbidden in ^^God’s Word^^, but have been introduced into the Church for the sake of good order and propriety, a dissension has also occurred among the theologians of the Augsburg Confession.
The chief question, however, has been, whether, IN TIMES OF PERSECUTION and in case of confession, even if the enemies of the Gospel have not reached an agreement with us [Lutherans]

Luther intended that the local congregations practice as they will (within the liturgical formula) yet, when accused of being an “outlier”, they shoold confidently embrace such practice and “dis-consider” the opinions of others.
