WHY does a British citizen need a visa to enter the USA?

The USA has reciprocal agreements for visa-free entry with the UK.

Vermont Lt is correct: this was for a business visa, or B1 visa.

It's not clear why he was rejected earlier. Perhaps he applied for the wrong one? Or, did he apply for a visa waiver instead?

The answers to these question were probably in the section that was blanked out.
