I agree, and I think a lot of it stems from the breakdown of the black family. 72% of all black children are born by unwed mothers, hence the father is raised without a father present. It doesn't take any brains to be a father, but being a parent is hard work.
Part of this is a predictable reaction to more welfare income if no working spouse is present in the household. This would change if we moved towards the German system of Workfare. If you can fog a mirror, you are expected to show up for work cleaning toilets, mopping floors, or whatever other task might be required. Their experience shows that, if recipients have to work for their welfare payments, they very quickly find a better job.
