The “C” in the left or right margin gives notice to the reader that the information contained in that particular paragraph/sentence is “classified”, not that it is classified ‘Confidential.’

The "C" does stand for Confidential. Each paragraph is marked with the highest classification contained within that paragraph.

You are correct. It has been a long time since I handled classified material. I did review the procedures the other day and noted my error. It does come back to me now. Thanks for setting the record straight.
