They aren’t showing up (in Philly) because they don’t have to. Their votes had already been cast and counted.
It will only come out after votes from all other counties in PA have been announced.

Philly is about 45% white and 45% black. But Obama got 85% of the vote in 2012. So it's definitely about numbers and the white vote this time around.
New York is probably the same situation.
