He only uses a teleprompter when he is delivering a major policy address. Perfectly normal and understandable as he needs to ensure he states the exact point and is not misquoted.
To me it shows the meticulous purpose of getting important policy matters across succinctly. What else would anyone expect? A blubbering Obama?
