Actor and comedian can be different unless you mean comedic actor.
I think some of the silent movie guys are some of the best - maybe Charlie Chan or Buster Keaton.

Are you asking best comedic actor? Because the best comedian and best funny actor are two different things.
And it also depends a lot on your age. I am Richard Pryor fan. Best funny actor? That’s a hard one.
But most of the folks on FR are in their eighties, so you will hear a lot of Bob Hope and Johnny Carson....
