Yes, they sell them by the tens of thousands at government surplus auctions.
They sure do...broken, torn, faded, holes, etc.
I used to buy them by the banded pallet and resold them to recyclers for making plastic boards, etc.
Take a look at that one and convince me it's "surplus".
