What is the Adminstration/DOE's official stance on this situation (or one's that are similar). Steve, a 16 year old sophomore in high-school (who wants to game the system), says he identify's as a girl today and wants to use the girls dressing room and shower. The next day, he identify's as a boy and uses the boys. He jumps back and forth on a regular basis. Is this a "legal loophole" under the new K-12 ruling that the schools can do nothing about? Yes or no? Any links or clear documentation would be great.

I’m surprised you didn’t get a face/lap full of exploding heads /s
Because there ARE no ‘answers’.
Leftist ‘logic’, taken to its rightful conclusion isn’t LOGICAL. Hence the, ‘Ahhs’, ‘Ummms’ and deer-in-the-headlights looks
40 years ago I worked at Grenada Hills Datsun.
A transgender was a service writer there.
6’3” with a swarthy 5 o’clock shadow.
It was going through the change back then saying that when he gets it lopped off and becomes a woman she immediately became eligible for very large loans to open a business.
Bet it only gets worse today.
If someone calls me a racist or sexist, I am merely going to tell them I can’t be racist or sexist because I am a black woman trapped in a white man’s body...
...and further, because they called me racist or sexist, they must be the true bigot for not realizing that I am also race and gender fluid, they are not being enlightened enough to know that you can’t judge a person merely by their looks, only a true bigot would do that!
