That's my point. Can you imagine the revenue and jobs Puerto Rico would generate if they had totally secure beachfront retirement communities with all the amenities in a secure area? Those living on pensions of $25,000 or more would still be in US territory and get the benefits they have with their special status. That retirement money being spent in PR would be game-changing.
