What was wrong about what had been happening at target that they needed a policy?
If it were a phony issue, then the city of Charlotte NC decided to make a phony ordinance telling “transwomen” (i.e., crossdressing men who may be injecting non-prescribed hormones into their bodies) that it was just peachy keen for them to use the ladies room.
If they were doing it already and nobody had a problem with it, then no ordinance was needed.
This of course has nothing to do with any rights. This has everything to do with destruction of order via a Lukacs-style cultural terrorism and a subsequent call for obedience to elites.

I’m with Trump, but not on this one.
It is not just bathrooms. It is having a guy in the changing room with women, and if his behavior is rude, salacious, etc, they don’t do a thing.
I’ve been sexually harassed by these mentally ill men, (80%+ women, less than a quarter have the male plumbing removed, and most retain heterosexual orientation, hence the “lesbian” designation for the guy who says he’s a girl).
And where there is a “tolerance” policy, it is treated as an argument between two women.
You're right that it has been going on for years. It is an issue now because the immoral left made it so. All they had to do was keep quiet and most people wouldn't even be aware it was going on. However, that wasn't the goal. They wanted to make it an issue to further divide an demoralize the country.
It’s not “a phony issue” to the LGBT crowd’s agenda. Society has to draw a line somewhere or we will have no society.
