How many women, emotionally distraught and rushing out to confront a man exposing himself to her children, would get the make, model, color and license plate of the vehicle? The personalized tag is weird, too. If the guy actually did this, he belongs in jail, but it just sounds “off.” Again. Maybe I’ve spent too much time on FR, but it does.

the neighbor figures out what the activity is
the neighbor makes her mind to call the woman.
the neighbor retrieves her phone and dials the number
the phone rings and the woman picks it up and answers
the neighbor describes to the woman what the activity is
the woman rushes down the stairs to the scene
the perv abandons the activity and flees in his truck
the woman gets a description of the truck, including the license number and calls police. note: no description of the perv, just the truck.
the police are unable to track the truck down - even with a description including the license plate.
