I have given blood three times since then at the Red Cross and as far as I could tell their questionnaire had not changed at all from before, so maybe the change has yet to be implemented. But maybe a man who answered "yes" would just be asked additional questions and possibly be allowed to donate. (Why they would want to do so, other than to spread infection among non-homosexuals, I don't know.)
But the Red Cross on the surface is still being vigilant against people who might have HIV or AIDS giving blood.
