This is reminiscent of the policies forcing banks to lend in bad areas to non-creditworthy borrowers (again, disproportionately minority); when they defaulted on the loans the same government accused the banks of fleecing the same minorities. Landlords who bow to this pressure and rent to criminals will be sued by their other tenants when the criminals prey on them; the landlords will lose because they didn’t do their due diligence in screening prospective tenants...
I believe there are already laws in some states, whereby a property can be seized by the government if a tenant is dealing (even using) illegal drugs.
In which case, rock, meet hard place.
