So he wasn’t a well known personality of the time? Thousands didn’t know who he was? His reputation for torturing Christians was unknown?

It certainly was unknown, because PETER never tortured or persecuted Christians. PETER was the Disciple upon which Jesus Christ stated "You are Peter, and on this rock I will build my Church".

He was a well known and highly feared public person of his time. Everyone knew who he was.
