Kind of. A good rule of thumb is about a bit over an hours drive outside of the city. City workers will commute that far out, so ... beyond that is “Upstate”.

Anything above NYC. Pretty much the way I have always seen it, and from the way NY state residents portray it that hate being lumped in with the sewer dwellers of NYC.
