Back when Rick gave Carl his hat how
come it wasn’t too big for him then and
not too small for him now?

It has evolved like Carl and Judith have.
Both have aged about twice as fast as the series has taken place.
When Coral was a little kid, Rick stuffed the hat with paper to make it fit. Now Coral has grown into it.
