Usually it happens when one copies, rather than in personally-typed text.
Just as another commenter said, he likely wrote it in Word and copied it here. It's easier to do it that way. The weird characters, in place of punctuation, have been showing up on Free Republic lately. It's some kind of glitch that didn't used to happen.
