The full text, which has been misquoted, read:

"If you know your enemy and know yourself, you need not fear the result of a hundred battles. Unless your enemy has air superiority. Then it really doesn't matter what you know or don't know."

"Oh, and tanks. If your enemy has tanks and you don't, then you don't need to worry about a hundred battles, because the first one is going to be very short."
