Ok, clarification. Helmet to helmet targeting is illegal, but helmet to helmet contact during the act of tackling a runner is not, which is why that penalty was not called; he was tackling a runner, not targeting a receiver But the fact remains that the targeting of a defenseless receiver's head with anything, be it a helmet, a shoulder, or a forearm, is illegal, which is why Pacman was flagged; it was pretty blatent, just watch the vine I linked to in my post to oldplayer.

And Earlier a Bengal was penalized for a shoulder to the chest. That is too dangerous apparently. The nfl allows the most dangerous of all in these scenarios. They can’t define a catch or a hit to the head.
Although the entire panel on NFL disagree with all he hysteria. Don’t think this burfect thing was deserving of a penalty.

Yes, and the key word is “defenseless.” If he has secured the ball and made a “football move” which includes taking two or more steps, he is subject to the same rules as a running back. Burfict and Jones both made hits on defenseless receivers. Shazier did NOT. That’s the whole difference.
