Wasn’t it hanging precariously on the bridge? If not, then you’re right, it is a good choice if he has fuel for it.
In the WWZ book, it talked about how the attempts to destroy cities led to most burning, either as people tried to burn zombies and spread fires or they were bombed to try to kill the infected and burned the cities ... the end result was a heavy haze bad enough to worsen the winter via the Albedo effect.
If you have that kind of haze early, moisture condenses on it and you get a lot of rain. After that, less rain because it is initially already precipitated out, then less because the world is cooling and drying out.
