While there is a lot of dead wood, the top guys in each office are often pretty good. But for each assistant secretary there are a couple of Schedule C employees (unconfirmed non-career positions controlled by the white house) who serve as white house handlers to keep tabs on what is going on - the American version of Political Commissars.

Now that's interesting. Didn't know each department had 'political commissars' or 'political officers' like they do in the Russian military. . or did in the old USSR. What a mess. However you look at it, DC needs a complete reset and redo.

Is this something that maybe a combination of Trump and Fiorina would do? Now I'm just talking about the 'business model' reset. Both certainly know how to do that or have the contacts to give advice about it. Just sayin' . .

The bottom line would be less taxes, more disposable income, more R&D expenditures and a booming economy with business expansion and more jobs. Sounds like a plan. .

Typically some guy who ran a school board, licked envelopes for the guy who got elected and is happy being a political commissar because he never did anything useful in his life.
