We also need to look at the 25th Amendment. Who thinks the cabinet of puppets that the 0bama regime has assembled would ever vote that their "demigod" 0bama was incapable of discharging the duties? European governments already believe that he is unbalanced, but absolutely no one on this side of The Atlantic has even broached the subject; - it's not politically correct.

The States can hold elections to fill their own offices and to pass referendums, etc. as they please under their own constitutions, but those for President and Congress are very specifically prescribed. All that could of course be changed through Article V amendment or convention.
