The bill he opposed (throughout the process) would have done all that and created a path to citizenship.
Cruz was never in favor of any form of amnesty. Period.

He wouldn’t have had to submit those amendments if they were already in, or were going to be.
They turned down his amendments.
If you will look for obscure articles, you will find that all the way along Cruz did favor allowing people to stay.
It is true he did not every support a pathway to citizenship, but he did support then staying and working with a green card. I’ve seen the articles. They are out there.
Further, around July he had an interview where he said he had changed his policy. Wouldn’t have to change from them staying, if he hadn’t held that view prior.
Then in the same interview not just a few minutes later, he was asked if there was any way illegals could stay. He said, “We’ll find a way.”
