In the Detroit public school district, 96 percent of eighth graders are not proficient in mathematics and 93 percent are not proficient in reading.
That is according to the results of the 2015 National Assessment of Educational Progress tests published by the Department of Education’s National Center for Educational Statistics.
Only 4 percent of Detroit public school eighth graders are proficient or better in math and only 7 percent in reading. This is despite the fact that in the 2011-2012 school year—the latest for which the Department of Education has reported the financial data—the Detroit public schools had “total expenditures†of $18,361 per student and “current expenditures†of $13,330 per student.

True. The vast majority of the students in Detroit are black. So it’s hard to discuss this without being accused of racism. But critical numbers of black kids, and their parents, just don’t give a (($*& about school or the kids education.
WE don’t have any ways of dealing with kids who just don’t want to learn, act out in school, don’t do homework, etc, and who have parents who likewise will not cooperate with teachers and administrators to help their children get an education.

I tutored some of these pathetic “civil rights” recipients in our version of Detroit students here in Texas when I was in college. It was unbelievable. Most couldn’t even do simple arithmetic, and these students had somehow “passed” high school and were IN COLLEGE.
Nothing that a lot more tax money and reducing the standards won’t solve. (/s)

Its clear 5% of the progressive plantation's sheep are slipping through and actually learning something. How does Detroit plan to eliminate this problem?
It's not just the students. It's also unqualified black teachers hired because of racial quotas. And parents either too detached (or too brainwashed about the impact of quotas on personnel quality) to insist on qualified teachers of whatever skin color for their kids.
