The problem lies in the breakdown of the black family. Furthermore, the more recent breakdown of the white family is why Asian students are surpassing whites in academic achievement.

black family breakdown - there has to be a family in order for it to breakdown - black men think it is okay to father the children (sperm donor) but have little interaction with the children. the black female is the center of the family. the single white mothers are becoming like the black female headed family

They will simply change the definition of intelligence, achievement and qualification, and use law to force people to adhere to those definitions.
