If so, will Obama and McCain ever admit it? Maybe some CIA families will tell the tale. But, the media never will.

Might not be active CIA.
Might be mercenaries, which would also explain where all the money is going.
IIRC, Clinton used mercenaries in the 90s as a way to CYA.
Hillary would follow his lead and do the same.
